It's little hard to understand the question but:

Yes you can use the same account, however switching over to Steam will just mean you lose access to all the Discord Nitro bundles on the Market, and going on to Steam means you have access to any Tennogen items.

Basically long story short, you can use your account as an "PC" based. You can login via Launcher, Steam or Discord as long as you have the warframe account that you created. Consoles are for consoles only but i would want an crossplay if i would be asked.
