You first have to kick it off by sabotaging Kelas tower using the older gas sabotage mechanic. (Make special hallucination drugs using the scan plants) you get a payout like a forma or something. Ultimately she brings it back because either: A: They irritate her so bad that she hits the bottle to cope and brings it back.
