regarding the solar rails (junctions)

they seem to be a forgotten feature of the game. They serve a purpose to beginners allowing them to have a rough path to follow throughout the solar system but they haven't been updated in quite some time.

Still no lore as to why they are there or why there are specters guarding them, there is nothing to them other than a 3 second cutscene of us kneeling and then that's it, back to the orbiter. always hoped for a cool cutscene of our ship using the solar rails or something as they seem to be useless when loading screens show us just flying straight to a planet and the 'rails' not acting as actual rails, even railjack has it's own way of getting to places rendering the solar rails completely useless lore wise.

Lore-wise, I think their purpose is pretty clear: They enable the landingcraft and larger orbiter to travel between planets as this isn't something they can do, presumably through some void-tech. The gimmick with the railjack is that it has its own rail (hence the rail part of railjack), enabling it to travel 'offroad' in space. As for why the orbiter does not have the same tech, I guess it could be explained by the larger size and more advanced technologies in it (Such as the spoiler room and void cloak stuff)

I guess the specters are mainly there for gameplay reasons with no clear lore, but not totally against the lore either

I think you misunderstood how they work. The loading screens show our landing craft entering orbit after disengaging with the orbiter. The orbiter is a larger ship that relies on the solar rails to travel. So you jump to the rail on that planet, then fly into orbiter of the planet, then enter the atmosphere via the landing craft.

DE stopped caring about consistency of lore quite some time ago, there are a lot of things just laying there with no background or reason for existence from a story perspective. 

If it is not pretty or shiny or will keep players occupied until the next update it is not necessary. 

 

I really wish they decide on getting their story detailed. But I am not holding my breath.

The Orokin built the Solar Rails. They rely on Void technology to enable faster-than-light travel, and are the only means of FTL travel as far as we know. The spectres are there to ensure that only the worthy can operate the Rails. The Corpus, Grineer, Solaris, and others also use the Rails to travel; this is presumably a different set of Rails than the ones we use, but still left over from the time of the Orokin.

The Railjack ship is unique in that it can generate its own Solar Rail. This does indeed make the Rails less relevant to the Tenno. Empyrean will likely lead to a rework of how we experience missions and navigation as a whole.
