Is Garesh supposed to be Volt?

Playing the operation mode with the water guns, I cant help but notice this one executioner who's sprint speed is 2 times what everyone else is, and while also having perhaps the smallest hit box of all the executioners. Garesh, this AI, also seems to be able to perform bullet jumps and parkour around the map like a warframe does but I may be imagining this last part (The network lag is rather bad lately). Is this intentional? I know for a fact that whenever I do this mission I run at the sight of this Garesh character.
