Where can I find Cephalon Simaris's Shop

I accidentally sold my Gara and Garuda BP. (I was a new player and didn't know what I was doing) When I contacted DE about it they said that I could purchase these items from Cephalon Simaris's "shop" in a recent update. I have no idea where this shop might be, and couldn't find it when I looked around. Any ideas.

Go in a relay (no specific one) ; press Esc, select "fast travel" & look for Simaris.
After that, look outside of the room to see where it is, if you want to walk there.

Go to any relay, and fast travel to Simaris' room. If you walk inside the room and just to the right there's a floating blue icon you can interact with. That's the shop.

i did that but it when i interacted with it, it only gave me the option to decline the scan target or remind me of it. I saw nothing that would open a shop of any sorts but i'll check again.

Simaris' shop is the console to the right with the blue hologram.
