Just returned after a one year hiatus. Where do I go to get a moa pet?

I'd like to know where I have to head to in order to get a moa companion. Furthermore, I wonder if that quest is locked behind other quests?

Go to Fortuna(Venus) and go to Legs, but you need to do the Vox Solaris quest first I think which is again at Fortuna
