Need help fixing mission load times

First of all i just want to say that verifying download and all that Verifying and Optimizing doesn't seem to work,even though my laptop is fairly low end (extremely tbh) I've played warframe on my old laptop that ran the game at less that 10 fps through missions all the time (sad) and the loading time was faster than this new one i got.

So i don't think its the specs but ill drop it anyways

Help me cause i cant rally play wf and i'm almost at 1000 hours -_- 

also when it does finally load i get a black screen for a few seconds 10-20 and then i can finally play.
