Arbitration Enemies Stopped Spawning

2 of my friends, a random player, and myself were doing an arbitration defense and when we finished wave 24 the enemies just wouldn’t spawn to start wave 25.

We waited about 5-10 minutes and I decided I had to abort mission. When I aborted, the 3 other people still in the game said the enemies started spawning again, making them lose a player and me all of my time and rewards into this arbitration which is already twice as time consuming for any reward.
