He is actually pretty easy if you know what to do

Here's a video on how I'm doing it solo with MR5 and a non-catalyst Lex with following cheap and easy build

The first Three stages which you encounter Vay Hek along the path are skipable, if you find the right passage you can go right through it and he will just retreat to the next tho he will be at full health in the final area.

AoEs affect his head when its open so in case you have any explosive weapons, make use of them. Shotguns are also good for dealing damage to his face.

for the flying form, you can either shoot him in the face, or in the glowing radio tower thing above him. you can see the radio tower thing from just about any angle, so you might as well just shoot there, it doesn't move around as much.

and as noted, the phases before the Boss Room are technically skipable, however dealing Damage to Vay Hek in those earlier encounters will carry over to the end of the Mission. so it's up to you what you want to choose there.
