Does the phrase "Every Warframe is good" applies for weapons too?

Not to quite the same extent. You can pretty much use every Warframe for whatever you want, but there are so many weapons, and a lot of them just don't have the numbers to keep up, especially with other, similar weapons that outclass them by doing the same job but better. Technically you still can use any weapon you want, but it can be a pain, since the difference between high tier and the lowest tier is much greater than with Warframes.

I've seen people bring MK1 weapons to Sorties without being completely useless.

So yeah, I'd say that every weapon can be at least serviceable.

Well yes, but no. All weapons can be modded correctly, and with a riven, they could be brought to sorties. But some weapons, just aren't as good as others. As the meta changes, other weapons come in and out of usability. It's the same thing that happened with the Sonicor. Buffed, nerfed, buffed, nerfed.

There are four types of weapons in the game: at least semi-useful weapons, fun weapons, at least semi-useful weapons that are fun, and the Stug.

Not really, and certainly not to the same degree. 

Weapons are tools, You bring the correct tool for the job. Some tools come from Harbor Freight and might not be completely up to the task--something to keep in mind. 

Like warframes, much of a weapon's strength comes from the modding, but the base stats do matter. If you're not planning on facing enemies past, say, lvl30, then about anything will do. If you're planning on facing enemies in the lvl80+ range, then you need to get a bit more serious and leave the low end or silly stuff at home.

Yes and no.

Yes because the game consists of more than endless, Arbitrations, Eidolons, etc. Every weapon can be starchart and Sortie viable, 90% of weapons are viable beyond that, and things like endurance runs or Eidolons usually require more refined builds that not every weapon can fulfill. Plus Rivens do help bridge the gap for a lot of weapons in all cases.

And no because weapons are not made to be balanced for all level ranges unlike Warframes. Weapons have the most mastery rank restrictions for a reason and you're expected to get new, better, weapons as you progress through the game and not stick with your Mk-1 Paris for the entire game. That being said the game's balance is nonexistence enough that this really doesn't apply to all cases.

Mastery Fodder = Not good and what actually is Fodder will vary from player to player so not all weapons are good

there are many weapons that are outright useless. the stug comes to mind.

For star chart, with several forma and maxed primed mods and then matched with the right frame, yeah, every weapon is viable.  Not necessarily good, but viable.

A fair number are trash for sorties though.  Beyond sortie lvl the list gets ever shorter.

I would say with a Riven, for sure. Without it, not necessarily. If you're only referring to optimal modding, without a Riven, then no. Some weapons do in fact suck.

Now, with the Warframe in the picture, as in counting an optimal loadout then most likely. An Ember using an MK-1 weapon modded for fire damage, and using her buff augments can wreak havoc on enemies while only dealing damage with the weapons (not using her damage abilities). Same goes for most Frames that are capable of buffing weapon stats, without depending on the actual ability damage of those frames.

Actually, yes, but only to a certain degree.

There are a few exceptions, like the Mk1 versions (which are supposed to not be viable) and some very few oddballs inbetween.

But for the most weapons, yes, they can be made viable. You won't be as strong as you could be, but you can be strong enough.

Semi-useful. Barely. For a gun you can get so early in the game, it hits like a truck.
