A1stLight
Warframe TennoGen software is required to preview all the 3D stuffs , to upload your files to the steam workshops and also can download base models directly from it.
RobWasHere
TennoGen app is used to preview your stuff with approximate shader that game uses, to be sure your work will look the same in the game. The software you use to create the model is up to you. Most people use either Blender or ZBrush. Just take a note that most of skins are done only by changing the texture work, we are not allowed to change body geometry. Only helmet model can be changed. You have more freedom with weapons, just have to follow the dimensions and were the grip is. All guidelines and sample files can be viewed here: https://www.warframe.com/steamworkshop/help/index.php?page=content-creator-art-style-guide
