Riven projectile speed applies only halve the displayed value

I have a riven that displays ~120% projectile speed, however I only get ~60% from it.

In combination with Lethal Momentum it's visible that the falloff is only double, while it should be far more.

Edit:
I think the main issue here is that the riven is displaying double the values it actually has.
