Why enemies marked with Mercy Indicator are not clean of the states applied to them?

Because this would make the game more clumsy in general. When you already have a guaranteed kill, and you're a bit far away, it would be kinda lame to have the enemy cleansed every time they hit 5% health, so that you have to put a few more bullets in them.

I wish they'd raise the health cap to 10% instead, so that we'd have more opportunities to land Mercy Kills.

More ideal solution: Mercy isn't left to chance. If an enemy is in the health threshold, they are open to Mercy finishers.
