PS4 to PC

This has probably been asked numerous times, but is there a way to transfer my PS4 account to Steam? Thanks!

Sadly no

They have only had migrations twice, and both times they were unidirectional: PC to console but not the other way around

Uhm... it's more like once or thrice. Depends how you are looking at it.
Once per console, thrice over all, as there are three consoles.

One big one for Xbone and PS4, and one small one for Switch

Yeah, each console got a migration when Warframe launched on that platform. 
Warframe PS4 launched almost one year before Warframe XBOne.
As I said, 3 migrations total, one per console. Not two.

I coulda sworn that Xbone and PS4 did it at the same time as one big migration event
