Yes. His focus is on self-buffing with an emphasis on speed and mobility. This gives him grade-A traversal with minimal  downsides (unlike other frames which often need to sacrifice other elements to maximise movement) and decent DPS and durability. He's not a very good CC or nuke frame though - even if you can wrangle some high DPS out of his powers, they aren't as long-ranged as other frames.

After they fixed his kit after his release he has become very very good, fun and viable.One of the top frames imo.
Just watch some recent vids to see how exactly his kit works, because it's not very obvious like other frames.

   From great experience they are as effective as the pre-rework Oberon. The reason is because their kit is a ‘Jack of All Trades’ that is a few drops in the bucket when using their full potential. Even after the patch to Gauss a few weeks ago, the characters is as useful as shinny Bronze. Red Line could have been a better mechanic for a 4th ability; but is lackluster like Mirage’s 4th ability.
