Allow Mesa to passively charge ballistic battery

I rarely get to use Mesa's ballistic battery because when things get hectic, i rarely remember to charge it to be useful on those tough enemies. Why no just have it charged passively on gun damage dealt and use 1 to unleash it? IMO it would be more intuitive and make the skill more useful n situations when we actually need it. i see no downside to this

Ballistic Battery as a whole needs a tweak, it's weak as it is
