Pennant ignore heavy attack wind up speed mods

Just found, that my new two-handed nikana (Pennant) heavy attack not affected by [Amalgam Serration] and [Killing Blow] mods. Heavy attack wind-up still slow as without mods.
Can someone test and confirm please?
