Bug with either the Lavan or Vidar "Last Stand" Avionic

So far I've found two different avionics called "last Stand". One is house Vidar, one is house Lavan. The house lavan one costs 2 Avionics Capacity, the house Vidar one costs 4 Avionics Capacity. However both give the exact same bonus: "Increase All Turret Damage by 19% when Hull is below 20%".

I'm assuming this is a bug as the other avionics I've found with a Vidar version and a Lavan version offered the trade off of "Vidar gives higher bonuses but costs more avonics capacity per X% Bonus than Lavan" instead of this where the Lavan version is a straight upgrade to the Vidar version.

It could make sense if the Vidar version was easier to get. However, my experience points to the contrary - Lavan Last Stands seem to drop much more frequently than Vidars, making the latter into just a measly source of Dirac.

I thought Vidar just had more ranks so it topped out at a higher value than the Lavar, not in game to see if I have both to check but I did notice that with some mods. Some of the zekti vidat avionics even give a lower amount unranked but they eventually give more if you upgrade them past what the Lavar can go to.

Both have no ranks beyond what the grid gives them.
