having trouble with spending my intrinsic points

I do have a clan but my railjack is not completed and thereby cannot use the configure railjack interface.

where can I upgrade my intrinsics tha is not through that panel

Go to your Orbiter.  Pull up your main menu, select "Profile" from the menu itself (so not "Show Menu" under your portrait), then "Intrinsics" 🙂
