Charged Archguns are mostly unaffected by firerate

In normal gameplay, firerate mods decrease the charge time of weapons with charge speed. In archwing, Velocitus and Corvas, get no such treatment, adding fire rate only means that you can spam its lesser, uncharged attack at a higher frequency. Pls, change this so the stat is useful at all on those weapons, thats even more important now since Archwing is in more use in Railjack.

Non-ground velocitus actually benefits massively from fire rate because it influences its part charged/rapid fire use (which on ground is unusable not just because the velocitus is the only AW gun that got nerfed with the transfer to ground, but also because it naturally doesnt fit with ground AW being ammo capped).
