RNG Equipment Needs a "Refinement" System

Lich weapons and Railjack systems have random stats within a range. That's fine.

The issue is that you can't improve them. Lich weapons are dependent on finding a better version of your RNG weapon, and using Valence Transfer to transfer your mod configs/bonuses to the new weapon. This works out okay-ish for weapons that have really low bonuses, because just about any duplicate gives you better stats. But it means that if you're stuck at 55% or something, getting that last 5% bonus is pretty difficult. Railjack components don't have any such system.

This could be fixed, and make progressing both feel a lot better, by giving players some sort of method to 'refine' these RNG items, gradually improving their stats until they cap out at the maximum level. For example, a Lich weapon could take up an increasing amount of resources (which could be a useful resource sink for veteran players) to Refine, with each refinement adding +3.5% to the weapon's bonus damage. That means if you get a weapon and don't feel like looking for a duplicate, even at the weakest level you only need to refine it 10 times to max it out. A Railjack component could use non-Railjack resources (to keep Railjack integrated with the rest of the game rather than using its own self-contained ecosystem) to refine, with higher mark components requiring more valuable resources (because you're probably going to spend a lot more time with higher-mark 'endgame' gear than you are with lower-mark ones which are stepping stones to progression).

This would make both systems feel more rewarding and make a drop that has poor RNG more of a mild inconvenience than a frustration. It would encourage players to invest resources into 'imperfect' items because they know that they can boost those items up to 100% effectiveness, and it would create a resource sink for veterans that integrates these systems more into the base game.

That would reduce replayability to nothing. Get the weapon with the element you want (which is not random), and you're done, you never have to farm Liches ever again

Unless your proposal accounts for a specific resource which can be looted on Liches, or awarded when you scrap Kuva Weapons. But in this case the grind would be insane.

There are still 13 Lich weapons in the game, and it is almost certain more can and will be added. Each lich is a pretty involved process to grind, although we'll see if Railjack integration reduces this. Replayability and burnout must be kept in balance, and right now the Lich system creates a lot of burnout potential. And unless you're an arch-completionist, you're not going to care as soon as you get a 'good enough' weapon copy, so it's not really creating that much extra replayability either.

To be fair, DE adds a S#&$ton of content into the game but they rarely expand the existing ones. Recently they have added some stuff to Arbitrations but that's about the only example... I wouldn't expect them to add any other Kuva Weapons to the current Lich System. They may add other Kuva Weapons to Railjack Liches if they ever add them, but they will likely leave the Old Blood ones untouched.

warframe is a slot machine now.

started with rivens, continued with liches and is now part of railjack.

that's just what warframe is now. coop borderlands but worse.

This has been suggested since Old Blood released (and something similar probably happened with Rivens, but that was a long time ago and I don't remember), but DE hasn't even reacted. I fear that with the addition of RNG systems to this degree 2 updates in a row, our beloved devs may be gone and only China remains...
