Cant do rising tide but have already completed second dream

So I went ahead and checked the prerequisites. I have completed The Second Dream

I went to try to build a dry dock room in dojo but its not there.

all my other quests show as completed. I would use an image but its not allowing for the image url with lightshot. though here are some of the images through it
