Enemies didn't spawn in sabotage bounty

After two of the three resources were destroyed enemies stoped spawning in around the yellow circle (which is far too big) so the timer ran out for the bounty and I couldn't do anything about it. I checked everywhere and there were no caves for enemies to hide in either. 

(This was for the first level 5-15 bounty misson on the plans of eidolon)
