Give option to use operator while on Ivara's zipline

i use this a fair bit in open maps to cover more directions faster since prowl is slow, and i figure since titania can now be in razorwing when using operator i think there is no reason Ivara shouldnt be able to when shooting out a zipline or using one that exists already on the map. Thats it! small improvement which would make a large difference.
