Chat not working on Xbox

I came back from a lengthy hiatus to find my chat not working. I can see responses from kickbot, but not other players. Is it a setting I changed in the past and have forgotten, or is something wrong?

Apparently there is a privacy setting that stops you receiving messages from randoms.
