Ivara prime passive on the Baza prime should be....

That she can equip it as a secondary weapon. 

Why? Because the entire point of Ivara is to try and get the most use out of her Artemis bow. Because you can switch to a secondary from artemis bow without "desummoning it". I realize this would require a small amount of work in letting this one frame equip it as a secondary weapon but it really would work better for the frame.

Why would it have a passive exclusive to ivara, it's not a signature weapon
