Mastery from intrinsics not being counted when viewing someone elses profile

This bug was recently pointed out to me in one of my ingame chats, though they weren't sure what was causing inconsistencies with mastery values, so I did some digging by surveying players and making a chart of all the data. After over looking the data, I saw that the missing mastery was exactly 1500 X (the players total intrinsic levels).

Using myself as a baseline, my current intrinsics are 6-7-7-7, a total of 27, so I have received 40,500 mastery from these. when I view my profile I see that I have a total of 1,927,101 mastery points, but when someone else views my profile it tells them I have a total of 1,886,601, exactly 40,500 points less than I do which means these points aren't being counted.
