Yea but getting hit doesn't proc etiher, not for me at leaset

You can't. You have to take damage to proc Arcane Avenger and Mesmer Skin doesn't let damage through.

There are a few types of hits that do go through Mesmer skin and can proc but they aren’t very reliable
