Personal quarter segment missing

I completed the war within quest and also the chains of harrow quest but still didn't get the personal quarter segment and I'm in mastery rank 12 please help

What is the relevance of “PC Dragon”?

 

Are you aware that you get given a blueprint, not the segment? Sometimes you do need to reboot the game before it gets delivered.
