Pennant's speed buff passive isn't activating properly when not hosting

I see it tick on for like a second only sometimes but for the most part, it doesn't proc at all. Seems to be the case whether I'm host or not. It works fine in the Simulacrum, though.

I can proc it as host. Might have just been mistaken that I was host when I noticed it acting up.

I've had this happen to me too, when running invasions. However when I was the host it was fine, at least when I paid attention to it.
