You've got to accept that DE just hates high power weapons with low fire rates, as they've shown time and again with their choices (like Vectis Prime, Opticor Vandal, and Velocitus). Opticor Vandal lost the identity of Opticor somewhere in its design process. I don't know whose idea it was to lower the damage of the Frickin' Laser Beam, but it was a bad one. Velocitus was one of the only AW weapons to have a projectile rather than be hitscan for a long time, and when they added the Gravimag, they gave its projectile drop. In exchange for a much faster charge/firing speed, reload, magazine size, and other stat improvements. The normal Opticor is already strong, but sluggish to use. Used both variants, and I liked the bolt action feel of the non prime variant, yet the prime version, with improved stats is superior.
