No weapon passive when not a host

If the player is not a host, weapon passive don't work. Tested weapon: Arca Titron, Tatsu.

This is also true for the Arca Scisco and weapons with passive abilities. They seem to be bugged during the latest update. 

Another issue affecting clients in particular is weapons like mutalist cernos gas damage values being ignored. The damage is calculated properly on host connection, but as a client, only the arrow projectile is counted for damage.

Well, that explains the lack of Tatsu stacks. I figured the Saryn was just getting every last hit every time shield gating procced when I used it on a Corpus mission.

Can confirm, Tatsu passive not generating stacks for clients. Only host gets passive stacks.

+1 for Titron Arca not working. Also the combo mechanic releasing the stack in all combos, since all include the hammer hitting the ground at some point make the weapons unuseable and removes the ability to release the stack when most needed.

I think this also affects the Dual Toxocyst passive as well.
