Try to select the option button in the games launcher  to repair the game.
Tests have shown that it works for some players.

I've restarted my computer, closed and opened warframe, and the update still keeps failing. Any ideas?

Just turn off aggressive download in launcher settings. It's became solution for me.

Yeah, it kept update looping for me until there was a message that some content couldn't be downloaded. My wifi doesn't have any firewalls that would prevent warframe from updating, so you're probably right on that.

EDIT: Run Warframe as administrator, that'll fix the problem.

I'm trying the stratagy I posted above so we will see. I do have aggressive download off so keep that in mind.

Edit(18 minutes later): this has fixed the issue and my game has updated.

It seems to be working for me now... I didn't change anyhting... just closed the launcher and reopened it..
