Does rhino's roar affect power damage as well?

If roar scales with power strenght ? yes.

Roar's damage bonus, itself, is not affected by power strength modification (that I can tell) but the bonus it does give applies to all damage sources from players, including powers, and is thus applied after mod bonuses. (50% boost is quite large for many powers)
