There is no Founders Forum.  The only thing a Founder Master/Grandmaster has is access to Design Council

Im not a founder that has access to the disign council but i think is between foruns and news

There's a Design Council chat in game that you can type in with the /d command. On the forums the design council is located between the Community section and the News & Information section.

There are 2 design council forums which appear in a design council section under the "news and information" section on the forum index page - the council and archives (an archive of old council posts)

It took a little while when I upgraded for it to actually show up (even after relogging). I suspect you may have to be manually added to a usergroup or something like that to see it.
