Protea universal ammo packs dont give secondary ammo

I was leveling protea with twin grakatas and i noticed i could grab regular pistol drops but not the ones from protea. I deliberately emptied a few rounds and walked over some of her packs but it always said "ammo is full". When i ended all my ammo and walked over them it switched between "shotgun ammo full", "rifle ammo full", "sniper ammo full" and never gave my grakatas ammo.

I imagine either its not giving secondary ammo, or its doing this cuz i didn't have a prinary equipped.
