The New Strange Stuck on 1/3 scans

So I've been trying to do this quest in order to advance to my next planet. I am however stuck on synthesising 3 elite arid lancers. I have fully scanned about 5 of them at this point with the Synthesis Scanner, however the pop up each time always says 1/3. I have tried exiting the game and opening it back up. Setting a different quest as active and back. I have even tried doing this with a friend in the group. Nothing seems to be fixing this. 

Any ideas on how to fix this would be great.

(On a switch for the record) 

 

*Edit: I forgot to mention that the majority of the time they're behind locked doors (Doors with no lights with no way of opening them or getting behind/under/above them) so I have no abibity to access them
