Aphrodite Disruption Mission Spawns No Enemies

So right now there's a Disruption mission with one of the Syndicates. I forget the name, it's the one you pick up seeds for. It's on Aphrodite, on Venus, and it absolutely WILL NOT spawn more than one squad of enemies, none of which drop conduit keys. I can sit under a security camera all day and nothing happens, I am literally alone in a Corpus compound, except for my two syndicate buddies. I've restarted this mission a number of times, so I'm reasonably sure it's just broken.
