Mods Scroll Bar In Loadout

This is minor, but still a bug. Go to your mod loadout screen of any equipment, scroll the bar of the mod selection down, then change the loadout letter. The mods should go back to the top of the list, but the scrollbar won't. You can end up scrolling the bar off the screen this way.
