FPS Dropping and Stuttering

I already read some threads about this topics and tried the solutions found on those threads. But nothing worked for me. I set my game graphics settings to low and dissabled and use Dynamic Resolution/User/70. Borderless Window and 60hz Refresh rate and cap 60 Max FPS. I normally do get 60fps at orbiter but there is a time the game fps drops/stutters at 7-15 fps then comes back to normal 60FPS. FPS drops/stutter in both orbiter & missons like once or twice a minute, lasting a few seconds.

Dell Inspiron 5459

i5-6200U

AMD R5 m335

8gb RAM

500gb HDD

*I can play other heavy games and they run smoothly.

I hope you guys can help me. I am totally a newbie like 15hrs of gameplay. I am loving the game. And I wish the problem is gonna be fixed. And sorry for my english (not my first language).
