Cannot use some set mods with Exalted Weapons

Whilst using Garuda in missions, I noticed that she was not receiving the effect of the set mods that she had equipped (Gladiator Mods). Upon checking the mods in the upgrade view, the rectangles that should show the number of that mod set you have equipped were not filled in.

When 1 mod from a set is equipped, 1 rectangle should be filled. However in this case, Garuda's Talons were equipped with 3 Gladiator mods, so 3 rectangles should be filled, yet none of the rectangles were filled as if she had no Gladiator mods equipped. (Gladiator Aegis was not equipped).

However Garuda can properly use the Sacrificial mod set.

 

Investigating further showed that Garuda is not an exception and most Exalted Weapons do not work with set mods.

 

Valkyr's talons too do not work with the Gladiator mods but do with the Sacrificial mods. Furthermore, Valkyr was equipped with Gladiator Aegis but still did not receive the bonus of the Gladiator set whilst using her Exalted Weapon.

Excalibur Umbra is the same again. His Exalted Umbra Blade doesn't work with Gladiator mods but does with Sacrificial mods.

 

To break the trend is Titania and her melee Exalted weapon: Diwata. This weapon does work as it should with the Gladiator mods.

 

It is not just melee Exalted Weapons that have this issue. Checking Ivara's Artemis Bow showed that Aero, Hunter, Proton and Vigilante mods do not apply their respective bonuses. Despite being equipped to the Artemis Bow, all showed no filled in rectangles as if there was no equipped mods from that set.

 

While checking Mesa's Regulators, Mesa herself was equipped with 2 Augur mods: Augur Message and Augur Accord. After equipping Augur Pact to Mesa's Regulators, it is expected to see 3 rectangles filled in, however there were only 2, showing that Augur Message and Augur Accord were equipped but not Augur Pact.

 

Titania's melee Exalted Weapon may be fine, but her ranged Exalted Weapon is not, as this too does not work with Augur Pact.
