How to get lightning on Warframe?

Saw some people who had lightning coming out of their frames and i was wondering how to get it

I believe you’re talking about the Vengeful Charge Ephemera, an Ephemera you can potentially get by making an Electric element Lich, there’s a 20% chance of a Lich having an Ephemera when you make it, or you can buy a Lich with the Ephemera from another player, you will still need to Kill/Convert the Lich either way so be ready for a grind

Most probably Vengeful Shock Ephemera from electric kuva lich. Alternative way is to run pass grineer arch trap and have a temp electric ephemera.

I think you're referring to one of the two things. Either it's....

Vengeful charge ephemera, that can only be gotten by vanquishing/converting a lich that has it

OR 

Lightning dash, a mod that causes your frame to emit lightning arcs when bullet jumping. It drops from kuva jesters either in the kuva fortress or in kuva floods/siphons
