Garuda's Talons Crit Chance not working properly

This keeps being brought up and here's the problem:

They have all of the disadvantageous of being an Exalted Weapon, with no actual added Ability benefits. They should create a passive benefit.

The mods that cannot be equipped on 'normal' Exalted weapons, CAN be equipped on Garuda's Talons BUT do not work. Additionally, you CAN put melee Set Mods on both Normal Exalted & Garuda Weapons, but the set part of the mod doesn't do anything (I confirmed this with both the Gladiator set and the Motus set which made me really sad as Garuda has extra ways to remain airborne. This is further proof that they act like Exalted Weapons.

2 suggestions for possible SOLUTIONS for DE:

A) Stop letting players select the mods (Weeping, Blood Rush, ??) for Garuda's Talons to avoid confusion and embrace the Exaltedness.

B) Let them actually work with those mods and set mods since you get NO ability benefit for using Garuda's Talons (other than perhaps the fringe benefit of not being able to be disarmed?)

See, that's just the issue, Garuda's Talons aren't even exalted weapons. They don't come from an ability, don't drain energy, don't get boosted damage from ability damage, can hit ability immune enemies (arbitration drones), and can equip acolyte mods (even though the two combo counter ones are broken). They have been bugged for 14 weeks now and DE hasn't responded to any of the numerous bug report threads complaining about this bug.
