How do I get into the quill room on cetus. I'm standing in front of the door as my operator and it's not opening.

Try to fast travel using the pause menu. Have you completed Saya's Vigil quest? I believe it's a requirement to access the Quills, but not sure about room entry.

You have to do the quest line in cetus befor you can access it.
