I'm not sure what a quote saying "there shouldn't be levels" is supposed to mean? Is there any actual detail behind that single sentence? How would a game work without levels or progression? As of why levels are one of the worst systems of progression, if you're interested, you should look into it yourself, there's probably videos about it from people who could actually explain it alot better than i ever would. But IMO, in combat-oriented games that i've played levels either don't mean anything, as enemies scale with you, and regardless if you're lvl 1 or lvl 1000 they feel the same, as no new mechanics are added. Or levels completely negate any skill requirements for the game, they give you alot of numerical advantages over enemies, and you can just overlevel yourself, and basically become a god, after that game just becomes boring and loses any replayability. There's also a third variant, and Warframe utilises it - only enemies have levels, and it's just a way to add artificial difficulty to the game - enemies get higher in level, get spongier, hit harder and after a certain point they become literal gods in comparison to you, nothing special, no interesting mechanics, just numbers.... terrible game-design honestly.... It was apparent in player feedback and play testing that these Infused Warframe Abilities had the potential to be the overwhelming choice; which is not ideal. Instead of changing the Ability outright due to those concerns, we decided to give them slight rules when Infused. it says potential to be the overwhelming choice and they made this change based on concerns, this shows that they dont know if it will happen for sure and that makes sense because to check something like this you need a LOT of players, having test cluster would help but even that could be too small test sample to be sure, only way to be sure is to give it to players and based on data decide what to do with it. Bolding is mine for emphasis. what I said was also direct quote from Rebecca, so yes their test shown that damage buffs have potential to be overwhelming choice. also no reason to bold the community part because I dont blame community I only criticise people who actually do it, especially when they are hypocritical about it. the list of abilties they decided to nerf shows that their test may not be the best seeing how some of abilities shouldnt be nerfed because they arent that amazing, funnily enough some people realized that there is some ability that has VERY strong potential but they dont want to mention it by name out fear DE will nerf it too.
