Same race. Both Ballas and the Entrati were Orokin.

I'm leaning towards she's his daughter after due to some comments she makes.

This does not seem to be the case. It is implied by the Necraloid room lore that she is the daughter of 'Albercht Entrati', who from what I've presently uncovered seems so far to be responsible for figuring out how to make the void work in the Orokin's favour - also explaining why it was called the Void when it's not empty, as everyone thought it was.
