It's some sort of infested sludge. Seems that it tries to keep out non-infested matter. Some fish stay above it, but there are apparently others within it. 

Doesn't look like Nidus will sink into it.

It's intended. Even the quest mentions it.

The Deimos fishing spears mention it too, saying they can specifically pierce it. I'm guessing this is what's causing some people to have the stuck when fishing bug if they use a Cetus spear and try to get a fish that's still down in it. If you pay attention, the fish spawn in the sludge, then rise up out of it.
