They are a rare reward for t1 bounties and a common reward for t2.  "Common" is a bit of a misnomer though, as the drop tables are diluted and your chances of getting a common reward decrease for each successful bounty in a chain (1, 2, 3), I believe.

 

You can also apparently find them in Isolation Vaults.  They are floating around and will need to be hit with a melee attack to be lootable, if the threads are to be believed.

Can't even craft Xaku............ let alone how many you need for other stuff. I think DE does this on purpose.

It doesn't help that the drop tables are literally broken (for example: Maiming Strike and Xaku Neuroptics have their rarities swapped, resulting in tons of Maiming Strikes flooding the market and nobody having Xaku yet)

The worst part is, supposedly they're floating around in the isolation vaults, but after running like 9-10 of them and scouring the place, I haven't seen a single one. Are they bugged? Because there's no way they're intended to be THIS hard to find.

May be on purpose but not for malicious reasons, more like with scarlet spear to make sure nothing is exploited first, although clarity on that would be nice.

I can totally understand why DE dont want us blowing through all of this in a week and I would wager there is alot we still havent dicovered but I feel there are better ways of gating content if they want it to take a while. It may be fun to see an NPC hub where ranks are unlocked by contributions made by the entire community similar to the relay rebuild they did a while back.

Xaku is underwhelming at the moment but there is plenty of feedback on that around so its likely going to be mentioned in the stream later (I hope). Everything is crossed for the stream later.

Or maybe DE, like most game developers who make the same game for too long, have begun to hate their playerbase.
