Not all ingredients show up in the foundry

Howdy, I'm trying to maximize my efficiency of weapon leveling and have the dual cestra recipe and both cestras, but not both of the cestras are showing up in the foundry when I try to build the duals.

Here are a couple images in case the way I'm describing it isn't making sense.
