the "time until retreat" timer isnt long enough to allow you to send in all 25 samples. you can only send in at most 20. either the amount of samples required needs to be tuned down, or the timer needs to be extended.

Yes, this bounty bonus is only possible with 1-3 people. It start with him having to upload 10, and increases by 5 for every squad member, but the duration he has to upload doesn't increase. At fastest he uploads 1 data every 3s, and has 60s time, so 20 is barely possible, but 25 is really impossible. It should be at most 16-17 for the bonus, as getting above that can be very difficult (for a simple bonus reward, for all other bonuses you don't even have to try except maybe the grineer one).

I'd just set it fix at 15, no matter if you're in 1,2,3 or 4 people squad, no scaling with group size at all for this mission, or you would need to increase the time a 4 man squad needs for this mission and that's kind of a bad solution, literally being unable to finish missions as fast as a solo player.
